where things stand:

Add up the amounts actually spent and it comes to a little less than $1
billion.
So not the "billions" that the OP claimed.
And the jobs that will exist when the factories OPEN add up to nearly
10,000 jobs.
And that is before counting any of the jobs for the construction of the
plants.
