On tornadoes:

We KNOW why the EF-0's MIGHT be higher in number now (Doppler RADAR), but... 

... there has been no increase in annual U.S. [E]F1-5 tornado counts since 
real-time data collection began in 1954 (NOAA).

Strong-to-violent EF3+ tornadoes have decreased by >45% since 1960 (NOAA).

On floods:

Here's what the Bible of climate science, the United Nations' Intergovernmental 
Panel on Climate Change (IPCC) has to say:

On detection, Section 11.5.2: "Peak flow trends are characterized by high 
regional variability and lack overall statistical significance of a decrease or 
an increase over the globe as a whole. Of more than 3,500 streamflow 
stations... 7.1% [of] stations showed a significant increase, and 11.9% [of] 
stations showed a significant decrease in annual maximum peak flow during 1961-
2005."

Thus, as it turns out, more stations actually exhibit a decrease in peak flow, 
not more.

On attribution [to human-induced climate change]:

Section 11.5.4: "In summary, there is low confidence in the human influence on 
the changes in high river flows on the global scale. In general, there is low 
confidence in attributing changes in the probability or magnitude of flood 
events to human influence because of a limited number of studies, differences 
in the results of these studies and large modeling uncertainties."

So, on attribution, there isn't much in the literature on this topic, and 
results from the studies we do have are mixed in their findings.
