People confuse an increase with damage with an increased in severe weather.

An increase in damage is due to an increase in building and development in 
areas historically known to be prone to weather events. So even with a decrease 
in number of storms there is higher likelihood of damage.

I know Miss Kymberly likes to conflate weather and insurance rates.
