The "lapse rate" of ~1C per km above sea level ensures mountaintops
are generally cooler then sea level. If you are a troll you
can cull the newspapers and find someplace high enough it might 
even be below 0C. Hence glaciers on the equator.
All you need now is some humidity maybe created by boiling oceans or
something to provide the material to produce snow.
