... they don't want to lose their funding.
The IPCC was created to task scientists with finding robust evidence of human-induced climate change, and
more specifically, harmful human-caused climate change. They were not tasked with looking for natural
variability. They were not tasked with looking for benefits of global warming; just evidence that warming is
man-made and is a net drawback to life on Earth.
From their Principles of Governing Work,
"The role of the IPCC is to assess a comprehensive, objective and transparent basis to the scientific,
technical and socio-economic information relevant to understanding the scientific basis of risk of human-
induced climate change, its potential impacts and options for adaptation and mitigation."

Climate research focusing on highlighting catastrophic climate change impacts is more likely to be published
in esteemed academic journals, get press coverage and open the door for more funding than research that
focuses explicitly on internal variability and potential benefits to global warming. Playing the game is
quite a lucrative business model.
It propels these aspiring heroes to stardom.
All scientists agree when those who aren't tenured do not toe the mark and are fired from their universities
or government research positions, or have their work be rejected by activist journal editors who require
papers to adhere to a specific storyline, or there is a campaign to have published papers retracted that
don't quite fit the mold through academic elbow-rubbing.
This happened just last year with a paper published in Springer Nature was retracted - not because it was
wrong, but because it wasn't on message with doomer orthodoxy.

Looks like someone was afraid of losing their funding.
