I did read it.

Enough to know that CONGRESS allocated funds for a particular purpose:

'Due to the substantial demand that exceeds the limited SSP program 
funding authorized by Congress, not all requests can be fulfilled.'

There is literally nothing in that article about any money be 
reallocated from disaster relief.
