But the point is "wilfulness".
If someone inadvertently walks off with your phone, because you set it
down and they thought it was theirs, that's not theft.
Biden taking documents home and forgetting to return them when he left
office is different from Trump deliberately taking documents when he
left office and lying about having them.
So it's not the same, is it?
