The point is that Cross City has a population of about 1,700 and you 
claim it had 1 murder (in the year 2022).

So that's a rate of 1/1700 or 56.4 murders per 100,000 people.

In 2022, Chicago did have 929 murders...

...but with it's population of 5.1 million that is a rate of 18.2 
murders per 100,000 people.

So the chance of being murdered in Cross City based on those facts is 
higher than the chance of being murdered in Chicago.
