Gwobull Warbling was invented in Europe, which does not have a
lot of fossil fuels. Germany lost WWII *Because* it lacked oil.
The British had LOTS of oil... in places like Iran. So even when
the British were losing the war, and the Russians too, there
was a deal cut for an "Anglo-Russo" invasion of Iran to depose
the Shah and keep the country from going over to Hitler.
Gwobull Warbling invents a planetary fossil fuel budget, expressed
in terms of CO2, and this budget is divided equally amongst nations
on a per capita basis. This means Europe is entitled to other
nation's resources. And so we get batshit crazy scenarios like the
President of the United States telling the people he represents
that natural gas is too good for us, gas stoves are too good for
us, just so there's more NG to export to ungrateful "Allies."
This is also why it's so important to saddle the poor nations in
debt. They can pay it off with their "Carbon" shares.
Trading is allowed under the scheme. "Carbon" trading, auctions
and credits... all allowed.
This also means that in order to work you have to keep Africa in
poverty. If they're not, they'll want their "Carbon" shares to
own cares, run air conditioners... take vacations...
Can't have that!
So saddle them with debt and there's never the capital to improve
the lives of the average citizen, and no need to waste "Carbon"
on them...
