She would have found the same problem in 2016 and 2020 that she had in 
2024: no recall weighting. Except, not recall weighting was the right 
call in 2016 and 2020, but the wrong call in 2024.

Given that reality, should she have published in 2016 and 2020?

2016 and 2020 are relevant because they are used to see whether your 
claims of what she should have done in 2024 (examine and perhaps not 
publish) hold up to scrutiny.
