In the federal budget terminology:
an "Allocation" is a distribution of funds;
an "Obligation" is a commitment to pay, and
a "Disbursement" is the actual payment.
So show us the proof of Disbursement.
Plus when Congress passes a new spending authorization, the processes to
put it into a budget doesn't put all of the funds in the first year
upfront: there's a lot that goes into providing the money over time to
align with when it is needed. When such an authorization spans over
multiple Fiscal Years, the funding Allocations span too.
After all, why go borrow money today for an expenditure that's not
planned for Obligation & Disbursement until 2027?
