False.  The legislation had an eight (8) year timeline, so it won't be 
completed until 2030 ...

And FYI, under nominal FAR provisions, that would be Obligations, so 
actual funds disbursements (aka "payments") would be valid thru 2032.

Chargers require electricity from the grid, right, Mr "EE"?

How long does it take for you to get the allocation and provision for 
even just a 69kV drop to your site's transformer bank?  Or do you think 
that such connections are ubiquitous and a 'same day' installation too?

Because if the grid can't support the location and scale, you can easily 
be talking years working with the Utility just for provisioning.

Because the bill contained a lot more initiatives other than just 
chargers, pothead also needs to show that there was actually budget 
allocations for chargers in the first years too.

To use an analogy, if you have an 8 year project to build a new cruise 
ship, you don't buy linens & towels for the cabins in Year 1 (or 2, 3).
