Oh, I know what was being *implied*.
I just noted that politicians can lie/deceive about 'short' working
hours without it being wrong. Example provided is a time flexibility
allowance, which allows <40hrs every other week (and 40+ the other).

Precisely: it is an innuendo that's unproven.
Furthermore, the innuendo is trying to falsely suggest that it is a
widespread practice without any substantiation on magnitude either.
But even if they find a few isolated examples, that's not unique to
government. All industries have had individuals who try to slide in a
bit of personal benefit in on what's supposed to be the day job's hours.
It just desn't matter if we're talking remote telework or in-office.
For example, back in the 1990s, a worker got caught working at a local
bar during lunch hour ... as his the "hour" was longer than his time off
for lunch, so it was fraud. Nailed. A more recent example was shortly
before CoVid; they had a growing side gig of rental apartments & got
disciplined for making too many personal phone calls on company time,
blowing off customer calls. They were encouraged to quit, & did so. Plus
just last week, the top DoD worker took a boondoggle trip to Europe,
bringing along his family at taxpayer's expense.
All of these examples were "100% in-office", which shows that the
telework boogieman wasn't the source of the problem.
