Yes, that's the claim.
Its a deceptive nothing-burger, because it is not saying that anyone is
not working their required number of hours.
All it is is an attempt to imply that there's something horribly bad
about telework, despite the fact that various Agencies have offered such
programs for literally decades.
If one thinks about who is threatened the most by telework, its
investors & owners of commercial office space in the DC area who profit
from renting that space to the Feds & would lose money if those
contracts are ended.
