That is not proof that it is "all worse by far" because of Biden.
It's certainly proof you have a problem.
As your own source (from August of 2021) notes:
'As the Senate advances a bipartisan infrastructure bill, bridges across
the country continue to deteriorate. Here are three that exemplify the
urgency.'
Oh, and one of the three bridges they highlighted:
