Newsmax had a forensic accountant on today and he discussed this very topic.
The tracking code number ties the check or transaction to a specific budget line item, so
what fund is it coming from and where is it going specifically.
Without the tracking number it's pretty much impossible to determine what the money
was for, where it was taken from and where it went.
