The Joint Chiefs serve in 4 year terms, so its not mathematically
possible for them to serve longer than a president's 4 year term unless
they're appointed a subsequent term.
Similarly, as a peak position, appointees are older and later in their
careers, accumulating health/stress/age related factors make one
increasingly disinclined to staying on, despite a service culture.
So one should look to see how (un)common it is to serve multiple terms
before trying to claim that changes are always politically motivated.
