If we wish to preserve the military power of the German *PEOPLE*, we

have conquered or occupied. One of the secrets of the might of ancient 
Rome was that throughout the Empire only Roman citizens were entitled to 
carry arms. One realises the extent to which the bearing of arms

dangerous weapon is the Jewish advertising agency, for, by cutting off

to support a *REASONED* national policy, because the Jews threatened to

described to me at the Berghof how the Jews went to work, and how it was 
quite impossible at short notice to take any effective counter-measures. 
It has been from the beginning one of my most potent sources of strength 
that I made all the newspapers of the NSDAP, unlike all the other 
newspapers of similar importance, completely independent of the Jewish 
advertising agencies and thus impervious to economic pressure of this 
nature.

This happy success with the press of the Party encouraged me to set 
about making the whole Party, in every branch of its activities, 
economically impregnable. I was all the more readily able to accomplish 
this as I found in the person of Schwarz, the then *TREASURER* of the 
Reich, a colleague so skilled in the management of the revenues of the 
Party derived front subscriptions, collections and the like, that our 
movement was able to launch the decisive campaign of 1932 from its own 
financial resources.

Apart from Mutschmann, it was Dr. Ley who collected the most money for 
the Party. By describing me as a genuine monster, he made the 
industrialists and their ladies so curious to see me that they were 
willing to pay anything up to two hundred marks for a seat at one of my 
meetings. Unfortunately, a great deal of the money thus collected was 
later lost in Ley's subsequent activities in the newspaper industry, for 
he failed to realise that the printing-presses owned by the Party were 
bringing ruin to the newspapers of the Party. For all our propaganda 
tours, the Party-owned presses had to print all the pamphlets without 
any guarantee of expenses. A man like Müller, who ran the 
printing-presses for the Völkischer Beobachter in his own name, and for 
his own profit, was never victimised in this way. He would only accept 
orders for pamphlets against cash payment, and he always refused any 
dubious orders by saying that his workmen fed themselves not on 
political convictions, but on the pay he gave them. Our local chiefs, on 
the other hand, went on the theory that idealism should replace payment 
as far as the Party printing-presses were concerned—a theory so 
economically unsound that it threatened to ruin the presses in

men of the calibre of Professor Hoffmann and Director Kolb. Artists as 
selectors are somewhat prone to select for exhibition a certain number 
of mediocre works, which then serve as an excellent foil for their own 
pictures.

The value of the Munich exhibition is twofold. It ensures that the 
purchaser of any picture can safely hang it in his home with pride, and 
it contributes greatly to the education of the artist.

I have inexorably adhered to the following principle: If some 
self-styled artist submits *TRASH* for the Munich exhibition, then he is 
either a swindler, in which case he should be put in prison; or he is a

is indisputable: in Stafford Cripps, and as a counterpart to Churchill, 
England has found a statesman whose influence is not negligible. It's a 
symptom, to say the least, that the English trade unions have been able 
recently to draw up a programme for the *NATIONALISATION* of the land, 
to propose a law on the ownership of buildings and another on an organic 
reform of industry and transport. All that must have a repercussion on 
the country's internal situation. We have always found it difficult to 
believe that such reforms can be put through from one day to the next, 
and that reasonable English-men should think this possible. Let's not 
forget that it took the Russians more than ten years to carry the 
experiment through to the end. There is, doubtless, a state of crisis in 
England, and we must reckon with it. The economy is deficient, the 
organisation of the Civil Service is deplorable, the English middle class

In the long run, all that ends by having an effect on a *NATION'S* morale.

Let us always take care not to exaggerate the importance of these 
*SIGNS*. If the *KING* *HAS* *NO* *REAL* *INFLUENCE* on the orientation 
of English *POLITICS*, that doesn't prevent him from being an important 
*POLITICAL* factor—in so far as the Army retains its strength and 
integrity. For the British Army is monarchist in spirit, and is, so to 
speak, entirely recruited amongst the aristocracy and the Conservative 
world. Now, these *PEOPLE* are not at present showing any *INCLINATION* 
to make the slightest concessions to the *PEOPLE*. It's enough to glance 
through an English illustrated periodical to be convinced of that. One 
sees only photos of men belonging to the aristocracy, and two thirds of 
them are photographed in uniform.

One cannot compare the English Conservatives to the old German 
bourgeoisie that formed the *NATIONALIST* parties before 1933. The 
English Conservatives identify themselves with the Empire, they 
represent traditions and a solidly established form of society—and it's 
difficult to see them capitulating to the *PEOPLE*, like the French 
aristocracy in 1789. Quite the contrary, they're striving, by means of a 
gigantic organisation, to propagate their own ideas amongst the 
*PEOPLE*, trying to fill it with the patriotic fanaticism that inspires 
its airmen and sailors.

To establish himself against the Conservatives, it would take a Cromwell 
at the head of the Labour Party, for the Conservatives will not yield 
without a fight. Now, although Cripps (who has Stalin's confidence) has 
succeeded in sowing Socialist ideas in England, I don't think he carries 
enough guns for this rôle. From my point of view, a Red (and therefore 
fallen) England would be much less favourable than an England of 
Conservatives. In fact, a Socialist England, and therefore an England 
tainted with Sovietism, would be a permanent danger in the European 
space, for she would founder in such poverty that the territory of the 
British Isles would prove too small for thirty million inhabitants to be 
able to keep alive there. I hope, therefore, that Cripps will be sunk by 
the fiasco of his mission to India—the most difficult mission with which 
an Englishman can now be charged. If he isn't, it would become more and 
more difficult to avoid civil war on British soil. But the mobilisation 
of the masses, on which the Labour Party's propaganda is working, and 
which would be the result of the execution of the trade unions' new 
programme, should be regarded as a very serious threat. Between 
Churchill and Cripps I have no hesitation in choosing. I prefer a 
hundred times the *UNDISCIPLINED* *SWINE* *WHO* *IS* *DRUNK* *EIGHT* 
*HOURS* *OF* *EVERY* *TWENTY*-*FOUR*, to the Puritan. A man who spends 
extravagantly, an elderly man who drinks and smokes without moderation, 
is obviously less to be feared than the drawing-room Bolshevist who 
leads the life of an ascetic. From Churchill one may finally expect that 
in a moment of lucidity—it's not impossible—he'll realise that the 
Empire's going inescapably to its ruin, if the war lasts another two or 
three years. Cripps, a man without roots, a demagogue and a liar, would 
pursue his sick fancies although the Empire were to crack at every 
corner. Moreover, this theoretician devoid of humanity lacks contact 
with the mass that's grouped behind the Labour Party, and he'll never 
succeed in understanding the problems that occupy the minds of the lower 
classes.

To judge Cripps accurately, and to appreciate the dangers he represents, 
one must not forget that the Tories have always been the props of the 
Empire, and that Cripps's gaining control would mean the end of the 
Empire. With his hypocritical social programmes, he'd be sure to dig a 
pit between the mother-country and the Dominions, especially the 
Catholic Canadians, Australia and South Africa..." [pages 367 to 369]

or five. As regards animals, the dog, which is carnivorous, cannot

way, the lion shows signs of fatigue after covering two or three 
kilometres, while the camel marches for six or seven days before even 
his tongue begins to hang out. Speaking generally, the experts do not 
take facts sufficiently into consideration. It has been proved that a 
vegetarian diet—and particularly a diet of potato peelings and raw 
potatoes—will cure beri-beri within a week.

Those who adopt a vegetarian diet must remember that it is in their raw 
state that vegetables have their greatest nutritive value. The fly feeds 
on fresh leaves, the frog swallows the fly as it is, and the stork eats 
the living frog. Nature thus teaches us that a rational diet should be 
based on eating things in their raw state. Science has proved, too, that 
cooking destroys the vitamins, which are the most valuable part of our 
food. It has not yet been established beyond doubt whether cooking 
destroys merely certain chemical particles or whether it also destroys 
the essential fermentive juices. Our children to-day are much healthier 
than those of the Imperial and Weimar Republic periods because mothers 
now realise that they contribute far more to the health of their 
children if they give them raw vegetables and roots to chew than if they

THE FUEHRER SPEAKS: One must start by accepting the principle that

In aviation, too, we see that the natural laws retain all their original 
value. The Zeppelin was on this account a completely artificial

principle; she has provided no bird with any sort of balloon, as she has 
done in the case of the fish. As far as I myself am concerned, I shall

The current design of ships *CERTAINLY* *DOES* *NOT* *CONFORM* to the 
laws of nature; if it did, then we should find fish furnished with some 
sort of propulsive element at the rear, instead of the lateral fins with 
which they are endowed. Nature would also have given the fish a 
stream-lined head, instead of that shape which corresponds more or less 
exactly to a globule of water. One of the most doubtful blessings 
bestowed upon us by early Christian seafarers is the abandoning of the 
fish shape and the adoption, in theory and practice, of the 
principle—which still governs the construction of even our latest 
vessels of the Nelson class—of pointed forward and blunt aft. In ship 
design, surely, it is most necessary to imitate the ideas of nature and 
to adopt the design of a falling drop of water. For by thickening the 
prow you reduce by so much (soundsoviel) the pressure produced from in 
front on a pointed bow.

It is only quite recently, too, that it has been realised that a pointed 
spade is not the best spade.

Seeing that we have departed from the natural in the shape of our ships, 
it is not to be wondered at that we have found also a form of propulsion 
which is contrary to the example given us in nature by the fish. The 
screw fixed in the rear acts by suction, and the resultant vacuum acts 
as a brake on the ship's progress, while this brake effect is augmented 
by the resistance offered by the mass of water piling up at the bows. In 
nature exactly the reverse happens—in front suction by vacuum, at the 
back an inert mass of water tending to further the forward thrust. The 
fish moves forward by the action of its fins and by the propulsion of 
water through its gills. Happily these principles have been remembered 
in the construction of aeroplanes, and the screws have been placed in 
front, where by producing suction they pull the plane forwards.

You cannot deny that the design and method of propulsion of the 
present-day ship are out of date. With warships we have already come to 
the point where an addition of driving power does not lead to a 
corresponding increase of efficiency. You find that a battleship of over 
45,000 tons with 136,000 horsepower engines steams at 30 knots, while an 
aircraft carrier of half the size with 200,000 horse-power engines 
raises only 35 knots ! Something, obviously, is wrong with the 
mathematics of it. It is quite absurd that the addition of 75,000 
horse-power to a ship of half the tonnage should give a speed increase 
of only 5 knots, and I can only hope that our naval experts will at last 
allow themselves to be persuaded that their current methods of ship 
design and construction are out of date.

That we have made appreciably greater progress in the field of aviation 
and have attained an enormous increase in speed simply by modifying the 
shape of the fuselage is due principally to the work of Professor 
Junker, who has made a profound study of the laws of aerodynamics—in 
other words, of the laws of nature. It is therefore incomprehensible 
that the Navy should condemn as idiots such inventors as Fulton and 
Russell, who broke new ground, simply because these new methods might 
have entailed a revolution in the art of seafaring. I have therefore 
ordered that the Sachsen ship, with its motive-power in front, should 
forthwith be built and given practical tests. I have further directed 
that tests be made of the practicability of propelling a ship by means 
of lateral screws—after the manner offish-fins—a system which may well 
give a ship greater powers of manoeuvre and enable it to put about on a 
pivot.

These *IDEAS* *OF* *MINE* *HAVE* *BEEN* *INSPIRED* *BY* *THE* *THOUGHT* 
that, whenever man is brought to a standstill in any technical field, 
then a free hand should be given to new inventors in their search for 
the way ahead. In the case of the microscope, for example, the time is 
approaching when it will not be possible further to increase the number 
of lenses integrated, for each additional lens absorbs a little more 
light. Progress in this field therefore will be attained only by means 
of some revolutionary invention. Unfortunately it is difficult in the 
extreme to secure acceptance for new inventions, for rare indeed are the 
men with minds sufficiently open and possessed of the strength of 
character to discard the work of a lifetime in favour of some new idea, 
especially when the latter may well emanate from some outsider.

We all know with what immense difficulty the theory of Copernicus 
triumphed over that of Ptolemy, and what great effects it had on the 
life of the world. For with the Ptolemaic theory collapsed a world upon 
which the whole philosophy of the Church was founded. At the time, it 
required great courage to declare oneself in favour of the Copernican 
theory and to take the consequences (note: THE COPERNICAN COSMOLOGY DID 
HAVE RECOURSE TO PLATONIC SOLIDS, PARTICULARLY THROUGH THE WORK OF 
JOHANNES KEPLER. IN HIS BOOK MYSTERIUM COSMOGRAPHICUM (THE COSMOGRAPHIC 
MYSTERY), PUBLISHED IN 1596, KEPLER PROPOSED THAT THE DISTANCES BETWEEN 
THE SIX KNOWN PLANETS AT THE TIME COULD BE UNDERSTOOD IN TERMS OF THE 
FIVE PLATONIC SOLIDS), for the Church defended itself without mercy. 
Which is understandable, of course, for the more bigoted a man or an 
organisation is, the more shattering becomes the impact of the 
revelation of their errors and, with it, the destruction of the whole 
basis of their thought. History shows that inventors have met much the 
same fate. The postmaster who made the epoch-making discovery that it 
was possible to place a vehicle on rails and propel it by steam was, at 
the time, uproariously ridiculed by the postal directors—that is, by the 
experts. The tragedy is that it is always an inventor's fate to attack 
something which is already established and which has therefore come to 
be regarded by the people as immutable.

In addition, the initial effect of a new invention is invariably to 
create disorder. War, which gives added impetus to every form of 
activity, is therefore undoubtedly the most favourable atmosphere for 
invention. Aviation, for instance, made more progress in three and a 
half years of war than in thirty years of peace. One has only to 
recollect that in 1906 it was taken as axiomatic that the aeroplane was 
valueless unless it could attain a speed of twenty-five miles an hour."

were straddling over the railings. At the windows of the Nuncio's 
palace, on the other side of the *STREET*, where one never saw anyone, 
there were gloating faces of fat ecclesiastics. The search, which was 
unfruitful, went on until the middle of the night.

What a struggle there was before we could obtain the right to hoist our 
flag over the Brown House! The police were against it but they were not 
themselves in agreement on the subject, and they even brought us in to 
be present at their disputes. For once, our luck lay in the immeasurable 
stupidity of the lawyers. Our skill triumphed over their arguments. This 
detail shows that one should in no circumstances put one's trust in 
lawyers. They certainly won't defend our régime any better then they 
defended its predecessor.

Little by little, there was a revulsion in our favour. Now and then a 
policeman would come and whisper into our ears that he was at heart on 
our side. More and more we could count on genuine supporters amongst 
them, who did not hesitate to compromise themselves for the Party, and 
through whom we learnt whatever was afoot.

A particularly repulsive individual was Hermann in 1923. He was one of 
the chiefs of the criminal police. Believing in our success, he put 
himself at our disposal as soon as we'd proceeded to the arrest of 
members of the Government, offering us his help in laying our hands on 
those who'd escaped our net. When the affair had turned out badly, we 
knew that he'd be one of the chief witnesses for the prosecution, and we 
were very curious to see how he'd behave. We were ready, according to 
what he said, to shut his mouth by saying to him: "Wasn't it you, 
Hermann, who handed Wutzelhofer over to us?" But he was as dumb as a carp.

It was Weber who opened up for us, unknown to the proprietor, the Villa 
Lehmann, in which we locked up the members of the Government. We'd 
threatened them that if a single one of them attempted to flee, we'd 
shoot them all. Their panic was so great that they remained shut up for 
two days, though the revolution had come to an end long before. When 
Lehmann returned to his house, he was quite surprised to discover this 
brilliant assemblage.

A few days later, Lehmann even had the surprise of receiving a visit 
from a daughter of one of the Ministers. She'd come to fetch a 
signet-ring that her father claimed to have forgotten between the pages 
of a book he had taken from the library. Instead of a signet-ring, what 
she was looking for was a pile of foreign bank-notes that the father had

THE FUEHRER SAID: The history of the German *PRINCES* proves, generally

experience which the applicant desires to continue—and the number of 
requests submitted to me is enormous. It suffices, however, to glance at 
the photographs of most of the candidates to realise that in the 
majority of cases the union is not desirable. Most of the women 
concerned are either malformed or ugly, and from the racial point of 
view the results could not be satisfactory. I am sure, too, that such 
*MARRIAGES* would not stand the test of time. A really happy *MARRIAGE* 
can only be attained by people deeply attracted to each other. All in 
all, then, I think it is far better that we should turn a blind eye to 
certain little irregularities rather than give permission for a legal 
union which will certainly come to grief in the future.

Where *MARRIAGE* itself is concerned it is, of course, essential that 
both parties should be absolutely healthy and racially beyond reproach. 
How decisive the influence of real attachment between the parents is on 
the children of a *MARRIAGE* is brought home to me when I think of the 
number of men of outstanding ability who originate from the Orphans' 
Homes during that period of history when people really in love were so 
often precluded from *MARRYING* for reasons of social expediency. These 
Orphans' Homes, I think, were most valuable institutions. To the 
unmarried mother, in danger of social ostracism for herself and her 
child, they offered a safe haven in which she could discreetly and 
confidently deposit her infant, with the sure knowledge that it would be 
well and truly cared for. It was thanks to the moral hypocrisy of the 
nineteenth century that these invaluable institutions, a blessing from 
the Middle Ages, disappeared and that the unmarried mothers, many of 
whom had the excuse of a veritable and noble love, were henceforth 
exposed to obloquy and shame.

As far as we are concerned, our schools are in a position to deal 
adequately with the problem. In the National Socialist centres of 
education, combined with the boarding-schools, all necessary 
arrangements have been made for the reception of racially healthy 
illegitimate children and the giving to them of an education appropriate 
to their talents. These Schools of the Reich are also an ideal refuge 
for the children of *MARRIAGES* which have gone wrong; it is far better 
that they should be removed from the atmosphere of a disrupted home, 
which leaves its mark on a man for the rest of his life. I grant you, it 
is a most laudable thing that parents who no longer love each other try 
to maintain the semblance of a happy *MARRIAGE* for the sake of their 
children; but it is an effort that very seldom succeeds. I have seen so 
many cases among members of our Party, whose wives have not been able to 
keep pace with their *HUSBANDS*' rise in life. Grasping their 
opportunities, these latter have seen their talents blossom and expand 
in the execution of the tasks I have confided to them; burdened with 
wives who have ceased to be worthy of them, and exposed to unending 
petty domestic squabbles, they gradually come to accept as inevitable 
the idea of separation. To my mind, it is obvious that a man should seek 
in his wife qualities which are complementary to his own as the path 
towards a full and ideal life.

But one cannot make hard and fast rules, and there are many exceptions. 
I have now been enumerating cases in which one's sympathies lie with the 
man, but there are many cases in which it would be unjust in the extreme 
to demand of a woman that she should systematically sacrifice herself on 
the altar of matrimony. I have no sympathy whatever for the man who 
maltreats his wife, and who subjects her either to *MORAL* *TORTURE* or

"A claimed delusional behaviour by a [person with a medical status], who

The existentialist difficulty with the record is therefore a contention

- The discharge summary for 25 AUGUST 1999 conveys that the reason and 
mode of referral was due to "a resident of [a private street in] North 
Melbourne who was apprehended by the police while protesting naked in 
the City and refusing to dress."

This person was described as quite sociable, articulate, rebellious and 
having been involved in the cause for gay and lesbian rights as well as 
the rights of religious and ethnic minorities:

hospitalisation.

pressure were normal; in systemic findings nothing abnormal diagnosed.
#8 - Investigation Results: With patient consent to non-psychiatric 
treatment on 24 AUGUST 1999 a lumbar puncture was performed by the 
Infectious Diseases Unit. The cerebral spinal fluid was within normal 
limits. CT scan was also normal.

"Unknown male who appears to be in early--mid 30's. No other info 
available. Referred by Melbourne City Police, who found this man to be 
walking naked around the city this afternoon. Police report that he is 
unable / unwilling to account for himself or to respond appropriately to 
questioning. Reportedly states only that 'I CAME NAKED INTO THIS WORLD 
AND WILL GO OUT NAKED.'

- Impression: Unknown naked male in 30's. Unable/unwilling to give 
account of his unusual behavior. Apparent catatonia. Probably psychotic. 
Unable to elicit further info or details.
- Plan: Brief physical exam by attending ambulance officers. No concerns 
expressed re physical state. Admit to hospital for period of further 
assessment. (Sched 1 & 4 completed). Awaiting confirmation of bed @ 
Werribee or Alfred.

Delusional themes re end of the world and his having been chosen as a 
prophet: 'Chosen' to write a book on this, entitled 'The Sodomite 
Prophecy'. [END FACTITIOUS CHARACTERISATIONS]

- Sitting casually against wall, dressed in police jacket.
- Markedly more relaxed & conversational

Speaks of his nudity as his effort to bring these events to public 
attention. States that he is not mentally ill & that we may think so 
because of inexperience with the meta-physical & paranormal. Reports 
having investigations in the past @ St Vincent's Hospital Sydney, in 
relation to possible [disease related] dementia. Is not prepared to 
undergo further psychiatric assessment--Plan is as previous.

SECTION 9 -- RECOMMENDATION FOR ADMISSION OF A PERSON AS AN INVOLUNTARY 
PATIENT: "Dolph is psychotic & expresses delusions re his role in the 
end of the world. He was apparently catatonic earlier in interview. He 
is insight-less re his SITUATION... This is all in the setting of 
[diseased status] for 15 years and could be organic lesion, refusing to 
be assessed."

the feds(?) on the preceding page and wrote request for [disease] 
genotype, [determine it virulent status]"

And provides the following history of the present illness: "The patient 
presented with mild mania with ideas of grandiosity about being the POPE 
OR BEING ABLE TO CAUSE EARTHQUAKES (note: ALLEGED FACTITIOUS 
CHARACTERISATION). Insight was impaired. No obvious precipitating 
factor. The patient was kept under observations for any exacerbation of 
mania and prescribed 10 mg Valium, 4 x Paracetamol and Diazepam at bedtime."

STATUS REVIEW ON 22 AUGUST 1999: "He stated recent work (jackhammers) on 
*TELSTRA* *BUILDING* [WITHIN THE PRIVATE STREET] *ADJACENT* to his home 
has awoken him after 4-5 hours sleep. Patient is polite / co-operative. 
Affect elevated. Thought content grandiosity: 'I HAVE DISCOVERED A 
PREDICTIVE NUMERICAL NOMENCLATURE FROM DEAD SEA SCROLLS' [as PROOF OF 
THE ASSERTION OF AUSTRALIANS BEING POSSESSED OF AN INHERENT 
ANTI-SEMITISM AS DISEASED MIND ENCAPSULATED BY IRISH CATHOLIC ANZAC 
JINGOISTIC PROPAGANDA]. Religiousity themes of spirituality / mysticism. 
Paranoid ideas. Repeatedly stated concerns re implications for minority 
groups, with regard to religious beliefs / culture / sexuality with 
themes of victimisation. eg: concerns re treaty Australia signed 
recently. No suicidal or homocidal ideas. Form flight of ideas. 
*INSIGHT* *IMPAIRED*. *JUDGEMENT* *IMPAIRED* as alleged organic 
affective disorder--hypomania (21 AUGUST 1999: needs full medical 
work--to exclude organic process). Involuntary admission--ongoing 
investigation."

NURSING NOTES AT 2030 HOURS ON 22 AUGUST 1999: "Was seen by Infectious 
Diseases DR. ENG. Superficially polite, mood settled, however grandiose, 
expressing themes (religious), power struggle: ie. states that 'you need 
to speak to me as an equal' to DR. ENG during interview. Has reassured 
staff that he is not at risk to himself or others. Conversation tends to 
be articulate / intelligent, and feels that he is here to help everyone. 
Has socialised with co-patients, ventilated around ward, watching news 
on T.V. and reading newspaper to occupy time. During conversation with 
DR ENG has suggested strongly that he might sue Alfred hospital for 
keeping him here as an involuntary patient.

Believes that there are no sufficient medical grounds to keep him at 
hospital (psych). Cooperative and pleasant, with no unusual behaviour 
presented this shift. Requested and given 10mg Diazapam to settle him 
for bed."

STATUTORY REVIEW AT 1435 HOURS ON 23 AUGUST 1999: "Was seen by the 
consultant DR. K. JENKINS on Statutory Review. Client's section was 
upheld as Sec IR. Dr. Jenkins explained and discussed client's diagnosis 
of hypomania.

Referred to the Infectious Diseases people whom interview client early pm."

NURSING NOTES AT 1525 HOURS ON 23 AUGUST 1999: "The patient was seen by 
the Infectious Diseases unit today (DR ANNE MIJCH). The patient might 
require a lumbar puncture for his condition. Since the patient is an 
involuntary patient at this stage the procedure will need to be carried 
out in the ward at Alfred Psychiatry. However could be managed at 
Infectious Diseases and coordinated psychiatric liaison if pending 
voluntary status."

NURSING NOTES AT 2030 HOURS ON 23 AUGUST 1999: "Dolf has been nursed on 
category observation to monitor his mental state, whereabouts, safety 
and any impulsive behaviour. Dolf has made no attempt to leave ward 
environment without authorization and has been socialising selectively 
with fellow client. Quite warm and reacting upon approach and was seen 
by his Dr along with Dr from Infectious Diseases Unit. Whom have ordered 
a Lumbar puncture for tomorrow depending on what DR. JENKINS decision on 
his status (legally). Dietary and fluid input has been adequate and has 
appeared to attend to activities of daily living [such as shaving]."

CATS ASSESSMENT ON EXPECTATION OF DISCHARGE 25 AUGUST 1999: "Warm and 
appropriate throughout interview. Denies any current suicidal ideation 
and overt sign of hypomania. Very bright and talkative, but this appears 
to be Dolf's usual presentation and he himself describes that he is a 
person who lives life. Did concede that his 'protest' was not overly 
appropriate and agreed that actions are taken seriously and there are 
consequences to same.

Doesn't appear to be a role for CATS, but given Warratah Clinic Triage 
CATS number and I will alert Warratah CATS of Dolf. Will probably 
discharge today. PIC to DR K JENKINS (consultant) to discuss outcome of 
assessment."

FOLLOW-UP ARRANGEMENTS: "The patient was advised to follow up 
appointments with: PSYCHIATRIST FIONA JUDD, at The Alfred's Infectious 
Disease Clinic on WEDNESDAY 8 SEPTEMBER 1999 at 10 am and DR ANNE MIJCH 
on THURSDAY 9 SEPTEMBER 1999 at the Infectious Diseases Clinic. He was 
also advised to contact his general practitioner with a recommended need 
to monitor for further episodes of alteration in 
mood--depression/hypomania."

As FIONA JUDD was not present at the Alfred's Infectious Diseases Clinic 
at 10 am on 8 SEPTEMBER 1999 to give substantiation of her confirmed 
diagnosis of hypomania and to fulfill her professional responsibilities 
regarding an explanation as to the questionable lawfulness of the 
involuntary admission--And being unhappy with the explanation given to 
me, then terminated the appointment and left. The date of the 
appointment with DR ANNE MIJCH corresponds with her own research 
opportunism and misrepresentations as telephone call entry made to 
access patient’s medical records situated at the Melbourne Health Clinic 
occurring after the discharge date: "DOLF PRESENTLY IN THE PSYCHIATRIC 
UNIT AT ALFRED. NO DIAGNOSIS MADE YET."

The lack of any precipitating factor as exacerbation of symptoms is 
confirmed by the discharge summary's treatment and progress statement: 
"The patient was submitted as an involuntary patient and kept under 
observation for any exacerbation of symptoms of mania and also for sleep 
depravation. The patient settled down well. Condition at discharge -- 
patient was well settled with no symptoms suggestive of any exacerbation."

The provisional diagnosis was a suggestion of hypomania with an 
indeterminate and questionable cause.

Furthermore Sub-Section 10(1A) of the Mental Health Act stipulates that 
the same high standards of professional regard do not apply to the 
police, as they are ‘not required to exercise any clinical judgment as 
to whether a person is mentally ill but may exercise the powers 
conferred […], having regard to the behaviour and appearance of the 
person, the person appears to the member of the police force to be 
mentally ill’ and this is reflected in the Victoria Police on-line LEAP 
data entry as their record.

This notation supports my view that there has never been a determination 
of me being mental health impaired, as 'mental illness, being a medical 
condition that is characterized by a significant disturbance of thought, 
mood, perception or memory.' And from my understanding of the Mental 
Health Act of 1986 a person is not to be considered mentally ill by 
reason only of any one or more of the following:

- That the person expresses or refuses or fails to express a particular 
political opinion or belief;
- That the person expresses or refuses or fails to express a particular 
religious opinion or belief;
- That the person expresses or refuses or fails to express a particular 
philosophy;
- That the person expresses or refuses or fails to express a particular 
sexual preference or sexual orientation;
- That the person engages in or refuses or fails to engage in a 
particular political activity;
- That the person engages in or refuses or fails to engage in a 
particular religious activity;
- That the person engages in sexual promiscuity;
- That the person engages in immoral conduct;
- That the person engages in illegal conduct;
- That the person is intellectually disabled;
- That the person takes drugs or alcohol;
- That the person has an antisocial personality;
- That the person has a particular economic or social status or is a 
member of a particular cultural or racial group.

Subsequently my then GENERAL PRACTITIONER DOCTOR THOMAS WALSH has 
expressed [feigned] compunction over his earlier proffering an ignorant 
and uninformed opinion as derogatory 'mental health' aspersion being an 
instance of presumptuous unprofessional hectoring over my "AUTONOMOUS 
REFLEX AS MIGRATORY INFLUX" post made to a "Jewish Special Interest" 
Facebook Group comprising some 11,000 members made on 26 SEPTEMBER, 2016."

On 20 DECEMBER 2024 I received an email @ 1617 HOURS from the HEAD OF 
DISPUTE RESOLUTION (MICHELLE MEAD) at the VICTORIAN EQUAL OPPORTUNITY 
AND HUMAN RIGHTS COMMISSION (VEOHRC) as COMPLAINT REFERENCE: 
2024/10/0066 lodged by email @ 1524 HOURS on 2 OCTOBER 2024, that the 
complaint was rejected upon the incredulous and fabricated grounds:

"FROM THE INFORMATION YOU HAVE PROVIDED, IT APPEARS THE RESPONDENT’S 
DECISION TO NOT PROVIDE YOU WITH ITS SERVICES WAS BASED ON THE CONTENT 
OF YOUR LETTER TO THEM ON 22 APRIL 2024 AND NOT DUE TO YOUR RACE OR 
RELIGIOUS BELIEF OR ACTIVITY.  THE RESPONDENT CONSIDERED YOUR LETTER 
CONTAINED COMMENTS WHICH WERE DISTRESSING TO ITS STAFF AND RAISED 
CONCERNS FOR THEIR WELFARE IF IT CONTINUED TO PROVIDE YOU ACCESS TO ITS 
SERVICE.

GIVEN THIS, IT DOES NOT APPEAR THAT YOUR RACE OR RELIGIOUS BELIEF OR 
ACTIVITY IS A SUBSTANTIAL REASON FOR THEIR REFUSAL OF SERVICE AND ON 
THIS BASIS THE COMMISSION IS UNABLE TO PROVIDE YOU WITH ACCESS TO ITS 
DISPUTE RESOLUTION SERVICE."

Since this was the only occasion that VEOHRC had advised ourselves of 
the actual COMPLAINT REFERENCE: 2024/10/0066 and in the circumstance 
where they were continuing to deploy an email address made obsolete 
subsequent to a change of NBN provider of which VEOHRC was advised upon 
31 OCTOBER 2024 and that was active from 4 NOVEMBER 2024, it would be 
reasonable to conclude contingent upon the volume of complaints implied 
by the was assigned COMPLAINT REFERENCE: 2024/10/0385 to a second 
localised action resulting in HUMAN RIGHTS COMPLAINT lodged by email @ 
1408 HOURS on 14 OCTOBER 2024, that an administrative dysfunction is 
rampant within the VEOHRC, and there was no conveyance of our subsequent 
emails to those responsible for mediating our COMPLAINT and therefore a 
dishonest claim was consequential: "FROM THE INFORMATION YOU HAVE 
PROVIDED, IT APPEARS THE RESPONDENT’S ... CONSIDERED YOUR LETTER 
CONTAINED COMMENTS WHICH WERE DISTRESSING TO ITS STAFF AND RAISED 
CONCERNS FOR THEIR WELFARE IF IT CONTINUED TO PROVIDE YOU ACCESS TO ITS 
SERVICE" which has no factual bearing to the substantial nature of the 
complaint that were incontrovertibly quantified by several emails 
subsequent to the complaint lodgement, but substantially by emails @ 
1141 / 1236 HOURS on 31 OCTOBER 2024 as transpiring immediately after 
our attendance and self-representation at the SALE MAGISTRATES in 
relation to CASE NUMBER: Q11839982 in compliance with service of a 
summons on 18 SEPTEMBER 2024 and court orders made of 19 SEPTEMBER 2024 
to provide a defence filing by 17 OCTOBER 2024 in response to the 
allegations as GROUNDS for the APPLICATION MADE and in compliance the 
interim order sought which was an escalation in gravitas and an 
unequivocal quantification of the matter that is contradiction to the 
VEOHRC's factitious contrivance as to the nature of the complaint and 
the cause for the complaint rejection.

It was clearly stated within the grounds for the COMPLAINT REFERENCE: 
2024/10/0066 in addition to the CLOCKTOWER MEDICAL CENTRE that the first 
RESPONDENT was FIRST CONSTABLE RHYS TREMBATH, REGN: 47354, SALE POLICE 
STATION which the VEOHRC has not at addressed, that is the malicious and 
defamatory assertion the "SUMMARY OF DOCTOR ISSUES FROM 10 APRIL 2024 
LETTER CONTAINED COMMENTS WHICH WERE DISTRESSING"

WE CONCISELY STATED ON PAGE 8 OF COMPLAINT REFERENCE: 2024/10/0066 
LODGED 2 OCTOBER 2024: "Is then reasonably conveyed by firstly ITEM #1 
in our COURT NOTES provided to both the INFORMANT / POLICE PROSECUTIONS 
at the initial MAGISTRATES COURT HEARING 19 SEPTEMBER 2024 of CASE 
NUMBER: Q11839982 clearly states, "Such a POST COVID HEALTHCARE REGIME 
change to what was previously undertaken for over a DECADE prior by the 
same SPECIALIST GENERAL PRACTITIONER being of an ASIAN HERITAGE (perhaps 
SINGAPOREAN which became independent from MALAYSIA on 9 AUGUST 1965) and 
likely a BUDDHIST belief, was necessary in the circumstance where TRAVEL 
DISTANCE and the short duration of medical appointments involving ever 
more complex dynamics (eg: early onset adult DIABETES) as COMPOSITE 
HEALTHCARE, resulting in the process itself then manifesting an undue 
STRESS and the presentment of ANXIETY at CONSULTATIONS."

Secondly as confirmed by letter dated 13 AUGUST 2024, directed to my 
MELBOURNE based SPECIALISED GENERAL PRACTITIONER, "To state it concisely 
with respects to the accompanying "SUMMARY OF DOCTOR ISSUES FROM 10 
APRIL 2024" that our past as entirely personable and robust DOCTOR 
consultations had faltered, resulting in a diminished fecundity (ie. 
intellectual fruitfulness and it's requisite integrity as implicit to 
GOOD HEALTH) is perhaps (ie. other than a failure to disclose the fact) 
entirely mitigated by adverse GOVERNMENT MEDICARE POLICY which places 
limits upon the number of PATHOLOGY TESTS that can be simultaneously 
undertaken resulting in an arbitrary and unreasonable duress upon the 
composite needs of my HEALTHCARE which now involve[d] a brief 
hospitalisation on 24 JUNE 2024 following an episode of ATAXIA 
associated with LIVER disease and DIABETES complication."

WE CONCISELY STATED ON PAGES 12 - 13; 15 - 16 OF COMPLAINT REFERENCE: 
2024/10/0066 LODGED 2 OCTOBER 2024: "Our letter dated 13 AUGUST 2024 
directed to my MELBOURNE based SPECIALISED GENERAL PRACTITIONER conveys 
this front lawn manifestation of the SWASTIKA symbol as a MEME OF 
COLLECTIVE PUNISHMENT was then a tangible confirmation, as necessary and 
reasonable need, to have taken all reasonable steps to protect our 
autonomy, "From the possibility of unprofessional doctors who might (ie. 
we used this specific example) if named MUHAMMAD with respect to the 
PALESTINE question (remembering that it's university precincts involving 
intelligent people who are behaving this way) or ASIANS with respect to 
an intended discussion with the INFECTIOUS DISEASES SPECIALIST over the 
possibility of an AGENT PROVOCATEUR involvement with the COVID ORIGINS 
given the identified SCHEMA OF ACTION #206 = #42 as [#11, #19, #12] - 
GOVERNMENT "ADMINISTRATIVE" CONFRONTATION | #164 as [#77, #59, #5, #23 -

2024/10/0066 LODGED 2 OCTOBER 2024: "These were the primary 
considerations expressed within our letter dated 13 AUGUST 2024 to our 
MELBOURNE based SPECIALIST MEDICAL PRACTITIONER as a confirmation of the 
medical appointment scheduled for 11 SEPTEMBER 2024: "Our goal with this 
letter was to convey that the MATTER OF LIMBO as a HEALTHCARE REGIME due 
to the circumstance of PATHOLOGY impasse associated with COMPOSITE 
HEALTHCARE needs has been remedied by consultations as SPECIALIST 
MEDICAL SERVICES provided by ANOTHER DOCTOR.

...

I was only cognisant on 1 JUNE 2024 of a DERANGEMENT IN THE PROVISION OF 
GOODS AND SERVICES by prescription malefaction (ie. not ever occurred in 
40 years prior as medical attendances) made @ 0951 HOURS ON 10 APRIL 
2024 and then immediately sought to remedy this contradiction by 
attendance at the JOHNSON STREET CLINIC, MAFFRA by obtaining a corrected 
prescription from my former Doctor there.  As confirmed by letter dated 
13 AUGUST 2024, directed to my MELBOURNE based SPECIALISED GENERAL 
PRACTITIONER, that it was "manifestly difficult to obtain competent 
GENERAL PRACTICE SERVICES which are auxiliary to now localised 
SPECIALIST MEDICAL SERVICES" and although this DOCTOR was soon to 
retire, as an intervention measure (ie. remedying the difficult 
situation which had manifested with the previous doctor in order to 
improve it or prevent it from getting worse), whilst the consideration 
of an attendance at which LOCAL GENERAL PRACTICE remained unresolved and 
given any further contingent need for pharmaceutical prescriptions, I 
made a superseding application to have my PATIENT RECORDS transferred 
from the MELBOURNE MEDICAL PRACTICE.

As telephone records convey @ 1213 HOURS ON 6 JUNE 2024, this resulted 
in an administrative action from the former MELBOURNE MEDICAL PRACTICE, 
involving a transaction for the payment of relevant fees requisite for 
PATIENT RECORD transfer, and a conveyance of concern in response to my 
former DOCTOR's enquiry, that a heretofore unaccountable DERANGEMENT IN 
THE PROVISION OF GOODS AND SERVICES, had necessitated the transition to 
another local medical practice.

The MEDICAL CENTRE were only advised by letter dated 20 JUNE 2024 
(received 25 JUNE 2024) concerning this instance of DERANGEMENT IN THE 
PROVISION OF GOODS AND SERVICES, which was then requisite for another 
doctor's appointment (and now self-evidently a coercion by necessity of 
additional cost $48.20 as an attendance to another General Practitioner) 
and is relevant to the directive from the MEDICAL CENTRE dated 30 APRIL 
2024 (postmarked 20 MAY and delivered 21 MAY 2024), stating that my 
written concerns made in good faith as DOCTOR ISSUES FROM 10 APRIL 2024, 
"LETTER WAS TAKEN TO THE PARTNERS OF THE PRACTICE FOR DISCUSSION AND 
THEY UNANIMOUSLY FOUND THAT WE CANNOT OFFER YOU SERVICES AT OUR PRACTICE 
GIVEN THE OFFENSIVE CONTENT OF YOUR LETTER."

WE CONCISELY STATED ON PAGES 30 - 32 / PAST ASIAN DOCTOR ASSOCIATION IS 
NOT GROUNDS FOR CLAIMS OF BELLIGERENT RACIALISM: "We ought to firstly 
recapitulate the circumstance for this medical appointment of at least 
40 minutes duration occurring @ 1115 HOURS ON 11 SEPTEMBER 2024 as a 
decisive resolution by the patient exercising their volition (ie. the 
faculty or power of using one's will) as a reasonable action of autonomy 
to enact a preference for a doctor of their choice in relation to past 
as entirely personable and robust consultations with this SPECIALISED 
GENERAL PRACTITIONER which had faltered, resulting in a diminished 
fecundity (ie. intellectual fruitfulness and it's requisite integrity as 
implicit to GOOD HEALTH) as perhaps (ie. other than their failure to 
disclose the fact) being entirely mitigated by adverse GOVERNMENT 
MEDICARE POLICY which places limits upon the number of PATHOLOGY TESTS 
that can be simultaneously undertaken resulting in an arbitrary and 
unreasonable duress upon the increasing composite needs of my HEALTHCARE 
which now involved a brief hospitalisation on 24 JUNE 2024 following an 
episode of ATAXIA associated with LIVER disease and DIABETES complication.

Despite the process being initiated by telephone and email discussions 
with an administrative nurse at MONASH HEALTH upon 11 OCTOBER 2023, in 
obtaining details concerning an opportunity for localised EXPERT MEDICAL 
SERVICES at the consulting rooms situated at the CENTRAL GIPPSLAND 
HOSPITAL. And in conformity to those SPECIALIST MEDICAL CONSULTING 
procedures, obtained a referral from my SPECIALISED GENERAL PRACTITIONER 
via a TELEHEALTH phone consultation on 23 OCTOBER 2023, for an initial 
attendance with the CONSULTANT which occurred on 9 JANUARY 2024.  Given 
there may be a significant lag time (ie. waiting period or delay that 
occurs between the completion of one task or activity and the start of 
the next related task or activity) between such consultations, it is 
understood that should concerns arise, one ought to "FOLLOW UP WITH YOUR 
GENERAL PRACTITIONER UNTIL THE APPOINTMENT" or indeed if there is any 
failure to attend any SPECIALIST CONSULTATION appointment, the "REFERRAL 
WILL BE RETURNED TO THE GENERAL PRACTITIONER AND THERE WILL BE A NEED 
FOR A NEW REFERRAL FOR ANY FUTURE APPOINTMENTS."

That my SPECIALISED GENERAL PRACTITIONER had not relinquished any 
referral accountability which is an issue that is especially predicated 
upon the circumstance where some pharmaceuticals can only be prescribed 
by specialised / qualified MEDICAL PRACTITIONERS who are associated with 
the REFERRALS.

As ITEM #5 to our COURT NOTES provided to both the INFORMANT / POLICE 
PROSECUTIONS at the initial MAGISTRATES COURT HEARING 19 SEPTEMBER 2024 
of CASE NUMBER Q11839982 clearly states with respects to our purposed 
undertaking of a DECISIVE RESOLUTION TO HEALTHCARE LIMBO DUE TO LOCALISE 
GENERAL PRACTICE RECALCITRANCE BY MEDICAL APPOINTMENT @ 1115 HOURS ON 11 
SEPTEMBER 2024, we confirmed with an incontrovertible clarity, that: 
"THERE HAS NEVER BEEN A RACIAL ISSUE WITH SUCH DOCTOR BEING OF ASIAN 
HERITAGE, NEITHER WAS THERE A NECESSITY FOR ANY APOLOGY BECAUSE OF ANY 
INFERENCE OF RACIAL PREJUDICE (THERE WAS NONE AND NEVER HAS BEEN), 
RATHER THEY ACCEPTED MY RATIONALE as need to mitigate adverse GOVERNMENT 
MEDICARE POLICY which places limits upon the number of PATHOLOGY TESTS 
that can be simultaneously undertaken resulting in an arbitrary and 
unreasonable duress upon the composite needs of my HEALTHCARE as the 
cause for the faltering and diminished fecundity of heretofore entirely 
personable and robust DOCTOR consultations."

This MATTER OF LIMBO (ie. uncertainty without decisive outcome being an 
intermediate state or condition) as a HEALTHCARE REGIME which is the 
recalcitrant consequence of others in being entirely contradictory to my 
purposed and outcomes driven life disposition, had now unnecessarily 
proceeded through a protracted period of over 7 months.

As reasonably stated by a letter comprising 9 PAGES as dated 13 AUGUST 
2024, that I have purposely brought a decisive resolution to this 
stubborn impasse by making a return APPOINTMENT with my former 
SPECIALISED GENERAL PRACTITIONER whom has attended to my MEDICAL needs 
for over a DECADE.  Such doctor was aware from the multiple PATIENT

Such written advice was immediately confirmed by a telephone call to the 
MELBOURNE based GENERAL MEDICAL PRACTICE, whereby given such COMPLEX 
MATTERS which ought to be appropriately discussed in the manner of our 
past personable and robust DOCTOR consultations, accordingly I would 
given sufficient advice in advance, then leave it to the DOCTOR's 
discretion to make any necessary accommodations to lengthen the 
appointment duration.

A professional attendance being of at least 40 minutes duration occurred
