That means he was in the US LEGALLY, doofus.

Saturday said he was invoking the 18th century Alien Enemies Act to 
deport alleged members of the Venezuelan gang Tren de Aragua.

She provided ABC News with documents that show Tiapa does not have any 
criminal records in Venezuela.'

Having a tattoo does not prove one is in a gang.
