The issue was never coal, it was about where and how it was used.

Failure could be brutal in the old Soviet Union, and even when it
was arguably "Safe," at least to your life, you can't undue a culture
just because someone said so.
"Corporate Culture" is a similar problem, where approaches and
priorities persist regardless of realities.

Look. The planet is burning a hell of a lot more coal now. Yes, this
fact does falsify your doom & gloom.
IT'S ALSO IRRELEVANT!
Europe has precious little in the way of coal reserves and THAT'S
why they need to stop using it! If they ever get cut off from
foreign fossil fuel sources, they need to be able to fall back on
their last remaining coal reserves.
