Yup, way back in 1986, when the US population was just 240M.  Its nearly 
40 years later and our population now is 347M, which is 45% higher, so 
the same percentage being granted green cards today would be ~4.5M

Roughly the same as today, from the McCarren-Walter Act dates from 1952, 
to the Simpson–Mazzoli Act of 1986 which ran through 1989, so a period 
of 1989-1952 = 37 years...and 1989 to present is 36 years.

Makes sense, since the recent recidivism rate has been like ~25%, which 
means that its nowhere close to 7.2M unique individuals, but just ~5M. 
Plus roughly 45%-60% of encounters have had immediate expulsions, which 
means that the number of unique individuals who actually get to making 
any application are down to roughly just 2.5M.
