No. He did NOT tell anyone to do anything except read the relevant law 
and decide for themselves.

And since the United States has not been invaded...

...and there hasn't been a rebellion (protests aren't that)...

...and even if there were the law states:

"Orders for these purposes shall be issued through the governors of the 
States or, in the case of the District of Columbia, through the 
commanding general of the National Guard of the District of Columbia."

Which was not done.

Trump's order was therefore unlawful,

And military personnel have a duty to refuse to obey unlawful orders.

You know that if you'd ever served in the military.

specified that they are required to obey “the lawful orders of his/her 
superior.”'
