My opinion is that it's going to be more of a deterrant although illegals are certain to
test it.
It's kind of like the government saying if you are here illegally and offer to self deport,
assuming you haven't committed any major crimes, we will help you get home and you will
be eligible to apply legally rather than getting caught, deported and never allowed to
apply legally.
The number of migrants self deporting is apparently rather significant.
