Except you're still dodging the point that there's a difference between
successfully making a forecast and passing that information over to
those who make sure that the appropriate authorities are contacted in a
timely fashion for subsequent action.

Nope.
Plus there was a hiring freeze enacted in January 2025 by Trump which
disrupted the hiring of replacements from normal attrition.
