Less EMF at sea level than the EMF you live with on your residential
street with overhead 240V powerlines.
And for a foot below the sea's surface, it seems that water with salt in
it is a conductive material with phenomenal attenuation capability. For
example, at 2.4GHz, its 700+ dB/meter. To put this into layman's terms,
the reduction from 1m is roughly (0.5)^(700/3) = 0.5^233 = 7.e-71 =
0.000000000(+60 more zeros)7%
