The way the House and Electoral College work, they are independent of
the number of voters in a state Each representative and each elector
represents approximately the same number of people in each state and
district. So which citizens vote is up to each state. If Florida is
letting people vote who cannot vote in Georgia, that is an internal
matter for Florida.
