People buying Treasury paper like people giving home mortgages have good 
guesses of future inflation and probability of default which goes into 
the interest offerred. USA has never defaulted, despite the earnest 
efforts of republicans. That reduces interest we pay. During the 
shutdown Treasury still has to pay off paper that comes due, but cannot 
get new money. They hope they have enough laying around to make all 
payments.
