There are lots of different speeds where that is true, and while the 
atmosphere is below most of the altitudes at which we CHOOSE to orbit 
objects, that's because of the drag caused by it.

If you mean in the very brief moments when you aren't touching the 
ground with either foot, that's true, but hardly relevant.
