Because where's there any reasonable evidence to the contrary?
Keep in mind that the US Coast Guard has been doing interdictions for
decades and actually capturing the drugs & people to have evidence.

Nah, you're desperately trying to ignore that this occurred outside of
the legal jurisdiction of the USA, and thus, the protections thereof.

Yet with all of the resources of the the US DoD, they're unable to
interdict & capture little boats? Maybe they should go ask the US Coast
Guard how they've been able to do it for years & years.
