Red States take more SNAP and ACA subsidies than Blue.

For Mail-in, you absolutely need ID to Register.  The ballot is mailed to 
the person registered - no one else.  You have to sign the ballot 
envelope - which is then matched against your Registration signiture. 
That method is good enough for banks.
