Fans could. That's what the My Little Pony fandom is doing. Most of it
rejected the G5 reboot, and they've continued to make G4 content for
themselves.
What do you think? Could a small group of fans make new Classic Who
episodes?
I guess the BBC would likely be snottier about that than Hasbro is.
