Where do you get "mass murdering and genocidal"? Why not gender
swamping, or homosexual? It was established a while ago the Rasalon
regenerated as different sexes. (When Clara Oswald killed them and and
they regenerated as a different sex.)
Also it's established that The Doctor is comfortably with homosexuality,
re Jack Harkness.
