Those who promote hatred or antisemitism, including by downplaying, condoni=
ng or denying the Holocaust, would also face up to five years in prison und=
er the legislation.

Introduced late last month, the Online Harms Act, or Bill C-63, would allow=
judges to imprison adults for life if they advocate for genocide.=20

The law would also allow a provincial judge to impose house arrest and a fi=
ne if there were reasonable grounds to believe a defendant "will commit" an=
offense =E2=80=93 a provision Wall Street Journal columnist Michael Taube =
likened to the 2002 film "Minority Report."

Maragaret Atwood, author of "The Handmaid's Tale," has criticized the bill =
as "Orwellian."=20

"If this account of the bill is true, it=E2=80=99s Lettres de Cachet all ov=
er again. The possibilities for revenge false accusations + thoughtcrime st=
uff are sooo inviting! Trudeau=E2=80=99s Orwellian online harms bill," Atwo=

Writing in Public, conservative author Stephen Moore called it the "most sh=
ocking of all the totalitarian, illiberal, and anti-Enlightenment pieces of=
legislation that have been introduced in the Western world in decades."=20

=E2=80=9CBill C-63 would increase the maximum penalty specifically for advo=
cating genocide from 5 years to life imprisonment,=E2=80=9D said an unnamed=
spokesperson for the Canadian government, =E2=80=9Cand from 2 years to 5 y=
ears, on indictment, for the willful promotion of hatred (section 319 of th=
e Criminal Code)=E2=80=9D [emphasis added]

This means someone who writes something that a government official decides =
is =E2=80=9Cadvocating genocide=E2=80=9D will face a longer maximum sentenc=
e than someone who rapes a child.

And what might count as =E2=80=9Cadvocating genocide=E2=80=9D? Today, there=
 are
prominent politicians around the world who say that supporters of
Israel are advocating the genocide of the Palestinian people and that
supporters of Hamas are advocating genocide against Jewish people.
Imagine if they were in power. Under Trudeau=E2=80=99s legislation, would t=
hey
not be able to send their political enemies to prison for life?

Part 2 amends the Criminal Code to, among other things,
(a) create a hate crime offence of committing an offence under that Act or =
any other Act of Parliament that is motivated

(b) create a recognizance to keep the peace relating to hate
propaganda and hate crime offences;
(c) define =E2=80=9Chatred=E2=80=9D for the purposes of the new offence and
the hate propaganda offences; and
(d) increase the maximum sentences for the hate propaganda offences.
It also makes related amendments to other Acts.
Part 3 amends the Canadian Human Rights Act to provide that it

e speech by means of the Internet or any other
means of telecommunication in a context in which the hate
speech is likely to foment detestation or vilification of an individual or =
group of individuals on the basis of a prohibited ground of
discrimination. It authorizes the Canadian Human Rights Commission to deal =
with complaints alleging that discriminatory
practice and authorizes the Canadian Human Rights Tribunal to
inquire into such complaints and order remedies.
